This problem still exists in v4.6.3. Indeed it was fixed for a while but it has
now returned and stayed. For instance, in Kubuntu 10.04 LTS (KDE 4.4.5) it
works fine. In later KDE versions 4.6.x, the behavior is the following: the
first time you resize from a large resolution to a smaller one, the horizontal
panel is not automatically resized but in any subsequent resizes, the
horizontal panel is automatically resized to fit the screen.
