It's not related to your video memory size.
If the cache is flooded with maaany tiny pixmaps, the lookup takes some time.

The allocation is quite too expensive nevertheless.
Try to lower the pixmap datasize.
a) use oxygen or bespin deco
b) remove all frames but the titlebar
c) for oxygen also disable the "built-in shadows" and the animation.

-> check performance

Can you make & upload a video to illustrate your observation (notice:
recordmydesktop and friends might cause too much overhead shadowing the actual
problem - in case you'll have to use an external cam)

Last: is this on a particular client? (it can be "expensive" to activate a
client for client internal reasons like it grabs the server or does a lot of
calculations/allocations/repaints internally)
