In Device Actions setup, actions defined by *.desktop files in
/usr/share/kde4/apps/solid/actions/ cannot be deleted: the grayed button says
this.
This happens because they're owned by root. However, that's not what we call
'good usability': there should be a way to delete them.
My suggestion: create some empty *.desktop file in $HOME that will replace an
action to be deleted, and call this 'Disable'.

Reproducible: Always

Steps to Reproduce:
Try to delete a Device Action defined in /usr/share/kde4/apps/solid/actions/
(or some any system-wide place)

Actual Results:  
'Cannot Delete' button

Expected Results:  
'Delete' button active
