That is also possible with Qt/KDE. In fact we had bugs about people complaining that it just shows the "..." ellipses, but no scrollbar appeared (see bug 208714). Out of all the possible solutions (scrolling, eliding, wrapping, scaling, or just resizing the view) the application developer has to choose. That is nothing that can be fixed or decided in KDE. In fact, most tree or list views are plain Qt widgets, so there is nothing KDE could add or change there.
