Does it show when you click on the expander arrow in the system tray?

If yes, you can right-click that arrow, and configure the icon visibility in
"System Tray Settings". For the KWalletManager icon it has been decided the
default is "hidden", because it is an application that "just works" and usually
requires no interaction.

If not, it would be a bug.
