The wording in the man-page for access is confusing. What it means, is that one
should not use access() to determine if a user is authorized to open a file,
thus creating a security race condition. However all other reasons to use
access are fine! This is what it means by "for this reason", it means "the use
for this particular reason".

Anyway, why looking at this I found some interesting code paths to optimize.
