No, the sleep does not affect the behavior.

There are two thing I pan to test next: (1) Start a small window manager just
for the KDialog process and kill it directly afterwards before KDE's WM starts
up. (2) Start a KDialog process from .xprofile in background and see if focus
is working correctly once KDE (including WM) has booted up.
