I have "Switch window" mouse action bound to the middle mouse button.

When there are no opened windows on any desktop, this displays an empty menu:
1x1 px widget + its shadow.

There should be some disabled KAction inserted, saying there are no windows
opened to switch to.

Reproducible: Always

Steps to Reproduce:
Invoke "Switch window" mouse action with no windows opened on any desktop.

Actual Results:  
An empty menu: 1x1 px widget + its shadow.

Expected Results:  
Menu with some disabled KAction inserted, saying there are no windows opened to
switch to.
