logout, run afailsafe session or loginto VT1
1) wipe/move away ~/.kde/cache-$HOSTNAME and ~/.kde/tmp-$HOSTNAME
(if this didn't help)
2) check ~/.kde/share/services and move away ~/.kde/share/config/kwinrc
