The print options actually default to your CUPS Printer setting, i.e. the
actual page size you have in the printer, the Regional settings have have
nothing to do with it (it does get used in apps like KWord to set the default
document page size).  We have seen this before, you need to check you CUPS
settings instead to make sure the printer is set to A4 and not Letter.
