Try to following:

- Open Konsole
- Type "kquitapp plasma-desktop" + Enter (Plasma will be closed)
- Wait 5 seconds
- Type "kbuildsycoca4 --noincremental" +  Enter
- When that application finishes type "plasma-desktop" + Enter (Plasma should
restart)
- Now try to reproduce the bug.

It seems the same as bug 202574 / bug 202838 / bug 202569

- Are your KDE packages properly installed and updated ?
