I've been experiencing a similar problem since I updated to 4.3: despite
disabling the screensaver (uncheck the "start automatically after..."
checkbox), it always starts after a few minutes.

A possibly related problem is that when I set a timeout (say, 5 min), apply the
settings, disable (uncheck) automatic screensaver starting, apply again, close
systemsettings and reopen them again, the timeout is reset to 1 min (although
the checkbox stays unchecked).

I'm running 4.3 on an up-to-date Gentoo system. I can provide detailed info,
strace and whatnot if needed.
