My download stopped at 865 of 984 blocks, because there are currently no more
available. Most peers show that 87.91% of data is available, however the
download list shows 87.90% is downloaded. The rounding should be consistent.

Maybe always rounding "up" for small values, so that 0.00% means exactly 0%,
but 0.01% means more than 0%, and always "down" for large values, so that
100.00% means exactly 100%, but 99.99% means less than 100%.
