When downloading a torrent, and the peer list indicate that it is not 100%
available, the download continues up to that percentage. Then, the download
list sometimes shows "Stalled", and sometimes shows "Downloading" with a very
small "Down Speed" (say 100...500 bytes/sec), but no new data is actually being
downloaded (empty chunks list).
