I think this bug is invalid.  At least, it is invalid for the current (0.70.0)
version of Kopete.

Kopete doesn't enable the webcam automatically.  It enables it when you bring
up the preferences|video dialog (and disables it when you close the dialog),
and it enables it when you click the "allow" button to allow someone to view
your webcam.

Run "lsof | grep /dev/video" to see when Kopete is actually accessing your
camera.
