I don't have experience with bug trace systems but I'm feeling crash as a
critical event. From my point of view should be fine made collecting these
issues so easy as a possible but exclude all duplicity by a backtrace content.
(I suppose the same bug generates the same backtrace ;?)) 
The first step could be find out whatever are installed all needed debug-info
packages. If not suggest to user install them and ideally give him simple way
to do it.
