The bittorrent protocol is not a streaming video technology, so even with downloading \
the first 30 %, it's not certain you will be able to watch the movie entirely. 

Further more this will hurt the swarm when everybody starts doing this. The more \
spread out the data is, the better. So when everybody focuses on the first 30 %, it \
will hurt you when you start working on the remaining 70 %, because less peers will \
have that data.

So I don't think this is a good idea.
