When kweather encounters a SPECI (non-hourly METAR), the temperature is reported as \
zero. For example, the following is in my log for CYQG:

  Sunday 31 December 2006 09:37,20 km/h ESE,0 °C,,Overcast
  clouds  at 152 meters,8km,Light  Rain;  Mist
  Sunday 31 December 2006 10:00,20 km/h ESE,4 °C,1022 hPa,
  Overcast clouds at 152 meters,8km,Light  Rain;  Mist

This is obviously incorrect.

The reports for CYQG around this time are (these are the raw Environment Canada \
reports, adjust to taste):

  METAR CYQG 311400Z 11012KT 6SM -SHRA BR OVC006 04/02 A3020
             RMK SF8 SLP233=
  SPECI CYQG 311437Z 11011KT 5SM -RA BR OVC005 RMK SF8=
  METAR CYQG 311500Z 11011KT 5SM -RA BR OVC005 04/03 A3017
             RMK SF8 SLP221=

As you can see, zero isn't a reasonable temperature for that time frame.

A SPECI _can_ have a temperature, but it's only required if there's a significant \
change. Canada, for example, has only started including temperatures in specials \
within the last couple years. So when dealing with specials it may be necessary to go \
back to the last report containing a temperature (which may be a special, BTW).
