When selecting "Kcontrol" from the menu of opening via console, I get the main window \
which tells me who I am, what type OS system and version of Kcontrol I'm using, but \
the left panel is absent. I've searched many sites for an answer, and nobody's \
solution seems to help...as if I'm a special case. I'm using Debian Etch, and upgrade \
from Debian Sarge, Before the upgrade everything was working fine. I cannot customize \
my KDE settings easily until this issue is resolved, it's pretty annoying. 

Someone said it was a symlink issue, but when I looked further into it, I created an \
empty file and symlinked to it. The file just doesn't exist or seem to be in the .deb \
package. The symlink resolution helped lots of people... but it does not help those \
who do not have the file in their system. I hope this is resolved quickly.
