I second this suggestion. In my KDE-beginnings I had to search very long for this \
option. The problem was, that it could not be found via right-mouse-button click on \
the root-window and selecting "Configure Desktop...". 

So I think that "Multiple Desktops" is the right place for this option. I would \
search there or in "Behaviour". It does fit into both categories, because it is only \
of interest when having multiple desktops and it is somehow mouse-related. (The \
"Mouse Button Actions" are on the Behaviour->General tab, so it could go there, too). \
But certainly do not add redundancy.
