KDE does restore the sound volumes on login. This is even done if kmix is not \
started. If you do not want this behaviour, it is hard to find out the right place to \
turn it off.

So this configuration option "Restore volumes on login" should be placed in the \
kde-kcontrol-center. I would mention the category "Sound&Multimedia" and there \
perhaps Sound-System, even if arts is not used.
