Fix drawing error in inactive tiltebar

This bug annoys me, by me knowing it's there.

When the decoration draws the titlebar, it first draws one rectangel. Then
another one on top, for the caption text. The problem is caused when the
caption text is wider than the titlebar, making the second rectangel wider than
the original titlebar. 

Drawing the second rectangle makes sense for the active titlebar since the text
background is different, but not for the inactive windows where it's the same.
So the easiest solution is to not draw the second rectangle.

Patch against 3.5 since I don't have trunk set up at the moment, but the the
code do not look different so I guess the fix should work there too.
