My environment variables have the following values:

$ echo $XDG_CONFIG_DIRS
/etc/xdg.d/kde:/etc/xdg

$ echo $XDG_DATA_DIRS

($XDG_DATA_DIRS is empty...)

Also, the /etc/xdg.d/kde and /etc/xdg directories exist, and contain data:

$ ls -l /etc/xdg/*
total 64K
drwxr-xr-x  2 root root 4.0K May 31 13:43 applications-merged
lrwxrwxrwx  1 root root   19 May 31 13:39 kde-applications-merged -> applications-merged
