OK. Let me explain clearly with a screenshot. 
Situation:
Desktop 4 contains a (one window) - mozilla
Desktop 2 contains "NOTHING" (i.e) no application running

KDE Panel configuration: image: panel.png

Now I am in Desktop 4: The taskbar shows only "mozilla" image: desktop4.png
Now I am in Desktop 2: The taskbar shows NOTHING: image: desktop2.png

If you see desktop4.png the "entire taskbar" is _shifted_ to left side compared to \
desktop2.png. Also shifted to the left side is the "kpager applet" and some \
application buttons. I have tested this problem _without_ "pager applet" and problem \
still exists.

The problem can be repeated if you have a desktop with _NO_ windows and another \
desktop with 1 or more windows - but it is important to kpanel configuration as given \
in "screenshot in attachment"
