Seeing how you're using Debian, you're probably running their broken package where \
they've renamed the KDevelop application to 'kdevelop3', causing a number of \
breakages.

KDevelop puts the licenses in $KDEDIRS/share/apps/kdevelop/licenses but, due to the \
renaming, KDE/KDevlop will look for the files in \
$KDEDIRS/share/apps/kdevelop3/licenses and will fail to find them.
