Note the draft title:
IPv4-Mapped Addresses on the Wire Considered Harmful
The operating part here is "on the Wire".
IPv4-mapped addresses were conceived so that IPv6 applications could talk to IPv4 \
clients. The stack is supposed to send and receive IPv4 packets. In other words, \
there should be no IPv6 packet whose source or destionation address is a v4-mapped \
one.
Unfortunately, that original conception has been subverted. Hence, the draft's \
purpose.
