I have this problem as well and also have KDE 3.4.0 on Gentoo X86 with GCC 3.3.5.

I would think that the all tab would show ALL AVAILABLE packages/ebuilds to choose \
for installation. Also under options I can't choose a Location of Packages, which I \
should be able to choose.
