A bunch of fixes to make this work nearly right:
-Change the button metrics entirely, using those in HC as base. The current ones 
should work consistently, and not be subject to random mood swings (#73209,#83653)
-Draw focus rects for tabs, buttons (#79077), so keyboard control is actually usable
-Workaround an apparent KDialogBase regression that disabled AutoDefault on buttons 
by always reserving the room for the default inficator margin for now, until it gets sorted out

Clee will probably tweak those post-fact a bit to look more dotNet'ish.
