Patch to implement the wish

This patch fixes the problem. In the plugin dialog there is now a label below
the list view, which shows the comment of the plugin (from the .desktop file).
Thus this wish is implemented.

Unfortunately KDE is in feature and string freeze for KDE 3.3, so I cannot
apply this patch before kde 3.3 is released. This also means that the fix will
only be released with kde 3.4...
