I would bet on not :)
IIRC, it was Nadeem Hasan who made the monitor power module part of the
display KCM. KControl does not check for empty categories, and there's no
other Power Control modules without kdeutils AFAIK -- this is a valid bug in
other words.
Attached patch tries to fix this, please review & test. Perhaps it can be done
in a more elegant way. The (!group || !group->isValid()) check seems to me to
be broken too(since it's still added to QStringList submenus).
