Whenever you open a new konqueror window the extra toolbar exists but the buttons are \
inactive...

There is no way to open a second tab on a new konqueror until you open at least one \
page. Not by the extra toolber, not by using the shortcut, not by using the \
"Location->New Tab" menu.

Just open a new konqueror instance (without opening any url)

This is for KDE is 3.2.0 RC1 and all previous versions.
