I am having this exact same problem.  My timezone is reset to NZDT for some reason.  \
If I select 'Adjust date and time' it says NZDT for 'Current Timezone'.  I change \
that timezone to Chicago and hit Apply.  The time changes to the correct time on the \
panel for a second, then changes back to the time it was showing before.  The 'Adjust \
date and time' screen, which I didn't close, still says CST for the timezone.  If I \
close that screen and re-open it, it is back to NZDT.  If I select a different \
timezone on the kclockapplet menu it adjusts the time relative to NZDT.  For example, \
if I have Local Timezone selected, I get 7:33 AM, if I then select America/Chicago I \
also get 7:33 AM, if I then select America/Denver I get 6:33 AM, if I then select \
America/Los Angeles I get 5:33 AM. (The current time is 12:33PM CST)

I'm running KDE 3.1.4 on Gentoo.
