The URL gets lowercased because it's part of the normalisation process. That 
process is also responsible for changing the _ into "ss", or changing the micro 
sign into the Greek letter mu, among other transformations. So, there is a 
table of translation and that table happens to include case-folding.

Either we normalise, or we leave it as the user typed. And leaving as the user 
typed is not an option. (Except for the broken schemas that are the source of 
this bug report)
