It seems that this bug is somehow related to the presence of a wine application (Lotus Notes 
running within wine). 
Today, I got stuck into a situation where the problem was permanent: I could no longer paste 
anything from one konsole to another (or from one konsole to the same...). Pasting to non-KDE 
apps (such as xterm) still worked however. 
Once I killed my Lotus notes, konsole was fine again. However, I could still not post anything to 
or from konqueror. 
 
Here are my Clipboard settings in ~/.wine/config at the time when the problem appeaared: 
 
[Clipboard] 
"ClearAllSelections" = "1" 
"PersistentSelection" = "1" 
 
However, even restarting wine/lotusNotes with different settings (PersistenSelection commented 
out) did not fix the problem in konqueror. Manually killing all konqueror processes did not help 
either. I'll guess I'll have to restart my entire KDE session. 
 
Sorry, I have still no reliable way of producting the problem (apart from starting Lotus Notes in 
wine, and then just working a day, doing random stuff...), but I though you might be interested in 
knowing that wine plays some important role in the picture.
