A solution for openssl BIC would be to use of opensslv.h.
You told me that not all versions of openssl had this file.

It seems however that the openssl autoconf detection 
relies on the presence of this file.  In fact configure 
stops if this include file is not present.  
See KDE_CHECK_SSL in admin/acinclude.m4.in.

The attached patch changes kopenssl.cc to first try
the library version suggested by openssl/opensslv.h.
Otherwise it reverts the the same default library names,
including the hardcoded 0.9.6 library names.

I know you have better plans for 3.2.
But this little patch could find its way in the 3.1 branch.
