Konqueror is the first place I noticed this problem which may exist in the fundamental KDE Help mechanism.

Popup labels would appear when the mouse hovered over a button on the toolbar.  Occasionally a bookmark toolbar icon would be covered.  If I clicked on the popup label which was over the toolbar icon, the click would not be communicated to the bookmark button for handling.  Instead I would have to wait until the popup label disappeared from the screen to click the button.
