This just happened to me.  Weather.noaa.org is apparently offline right now and I \
spent about five minutes attempting to STOP kweather from causing kicker to freeze on \
me and not use 100% CPU.  This is using KDE 3.1 RC 2 compiled from source.  I finally \
was able to kill the kweatherservice process and that stopped the freezing/100% CPU.
