could you check the permissions of /etc/samba/smb.conf. it should be        \
world-readable....                then could you check for files named \
/tmp/smb.conf.new and /tmp/smb.conf.old:              smb.conf.new should include a \
line "message command =     /usr/kde/bin/winpopup-send.sh %s %f &" or something very \
similar.      assuming you have that file there, try to execute (as a normal user) \
"kdesu cp /tmp/smb.conf.new /etc/samba/smb.conf.old" (since that's all the winpopup \
plugin does).
