You must have one.  KStars makes one as soon as it runs, if it finds you don't 
have one.  Look in the path (maybe ".kde" instead of ".kde3"):
 "~/.kde3/share/config/kstarsrc" 

If there really isn't one, I guess that means it is crashing before it has a 
chance to make the rc file, which is pretty intereting...
