With regard to observation #4 at the second stage login, MS-IE completes
the login sequence if the "Return" key is pressed after the password is
entered. A specific difference is that the "Login" button is highlighted.
After checking the source html, (relevant snippet included below), and
checking the HTML 4.01 standard, I'm not certain that MS-IE is correct in
the behaviour of using the "Return" key to activate the first input/submit
control, although the graphical example given in section 17.4 suggests
otherwise.

Looking at User Agent Accessibility Guidelines 1.0, section 5.5 refers
to automatic form submission when pressing the "Return" key, and section
9.6 seems to allow a range of relevant behaviours.
