Synopsis: seems fixed.

Seems to work OK with Konqueror 3.0.0-2 (Using KDE 3.0.0) running on RH7.2 
since the behaviour has clearly changed when I examine

  Settings | Configure Konqueror | Cookies | Management

At the start of a session, there are no cookies from the site.

My observations of the first stage login are:

 1. a popup box is display with places to enter username and password
 2. it has "OK" and "Cancel" buttons, the "OK" button is highlighted
 3. after entering the username I can use the "Tab" key to move to the next 
field
 4. after entering the password I can press the "Return" key or select the 
"OK" button to complete the login process
 5. if I select the the "Cancel" button, an "authorisation failed" message 
is displayed in the main browser window
 6. the site didn't send a cookie after the successful login

My observations of the second stage login are:

 1. a form in the main browser window is displayed with places to enter 
username and password
 2. it has "Login" and "I forgot my password" buttons, neither of which is 
highlighted
 3. after entering the username I can use the "Tab" key to move to the next 
field
 4. if I pressed the "Return" key instead of selecting the "Login" button, 
the main browser window displayed an error message as follows:

    The server encountered an error and cannot complete your request. The
    error reported was:

    No option was chosen

    You could be receiving this error because you are not logged in
    correctly. [snipped site specific text]

 5. after entering the password I can select the "Login" button to complete 
the login process
 6. the site sent two cookies after successful login as follows:

    Name: "Username"
    Value: <my username>
    Expires: "31/12/2020 23:00 pm"
    Secure: "No"

    Name: "Password"
    Value: <an encoded string>
    Expires: "31/12/2020 23:00 pm"
    Secure: "No"

 7. no cookies were stored in the kcookiejar cookie file
 8. after selection "logout" from one of the sites pages, both the cookies 
have been modified in the same way, by deleting the contents of the "Value" 
fields and changing the contents of the "Expires" fields to "End of 
session"
 9. when the Konqueror session is ended, no cookies from this site are saved

I compared observation #4 at the second stage login with the behaviour by 
Netscape 3.04 running under Linux, and noticed that nothing happens is I 
press the "Return" key, so I must select the "Login button" to continue.

I shall compare this particular behaviour with a version of MS-IE later 
today.
