Thank you for your bug report!

I had already this idea and even changed part of the code to be able to do so. 

However, until recently, cliparts and images were two code paths. The "keep 
aspect ratio" option does not exist for cliparts and the way it is done for 
images cannot be used directly for cliparts. So it cannot be done for KOffice 
1.2.

As it is work for KOffice 1.3, I am decreasing the bug severity to "wishlist."

actually the option 'retain original aspect ratio' 
isn't possible on a clipart (wmf, svg, ...). 

But clipart have a better look 
when the drawing respect the original ratio (width/height)
