I'm a little bit confused. Here (KMail from cvs HEAD) the attachment 
pane, the small pane in the lower part of the composer, is only shown 
if it contains attachments. Therefore there is always at least one 
attachment on which those items operate.

But I noticed a bug. Even if one didn't select any attachment in the 
attachment pane the actions in the RMB menu operate on the attachment 
which was attached first.
