When entering e.g. gg:"K Desktop Environment", the part between the quotes seems to be double-encoded. The resulting URL is

http://www.google.com/search?q=%22K%2520Desktop%2520Environment%22

as you see, the % of %20 is also encoded, which results in a search string of "K%20Desktop%20Environment"
