Steps that created the problem:
Log in to KDE for first time with new user id.
After running through the setup wizard, click on the button at the end to refine the settings.

Change the panel so that it is on the right with the hide arrow on the top

remove tasklist from bar
remove pager from bar
Right click on the panel and add a new, child panel.

Panel stops responding.
