Well, this is the same problem which was already reported couple of times: 
*not closed Anchor tags* (<A ... ><A ....  >link</A>)

I found following entry in the original HTML file
<!-- FileName = mover.fm -->
so it seems that Cisco was auto-generating HTML from FrameMaker files.

So, it can be that *all documents exported from FrameMaker to HTML* are 
affected.
Cisco ddoc claims to be
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">
but of course it can't be validated by W3C validator.
I think that we need to add into "quirk" mode following hack: when parser 
encounters second opening <A> tag, it should auto-close first opening <A> tag.
Dirk, is it possible?
Mozilla survives on such broken HTML :-((

(it's unlikely that we can convinience Cisco do not use FrameMaker, or Adobe 
to make a fix for their software; it can be that FrameMaker on UNIX is not 
supported by Adobe anymore)

BTW: IMO we can merge BR 34314 and 33584
