when I tried to move the mouse over the Kpanel, the icon becomes larger. But when i move the mouse pointer really fast and move the mouse away from the kpanel, the panel still refreshing the icons. 

I suggest that we has to increase the time delay for the mouse before making the icon larger and not to buffer the mouse movement. If the mouse stays on the panel for certain no of seconds, then we display the icon larger.
