It depends on what dynamic parts the CSS is dependent...

  When it depends on the current user, then it is not safe!
  When it depends on the current browser, then it is not safe!

  There are other cases, when it is not safe.

Caching is dangerous and, if done in the wrong way, can
give very nasty (difficult to analyse and understand) errors.
Without caching, you are on the safe side...
