ACK. Often the distros do things which should be done by 
upstream (eg. bug fixing, generic customizability, etc) - but
many upstreams are far too slow or even dont have maintenance
branches/releases.

Ideally, distros should only have to do _really_ distro
specific things and only patch in extreme cases.

Actually, that's what the OSS-qm project (a kind of meta distro
or 2nd-upstream) is for: provide the yet missing link between
upstream and distros.
