This is what I would do:
first check several known hand-written data sets -
        - impulse functions
        - sampled cosines with different frequencies
        - chirp
        - polinomail functions
These have know DCTs, which you can check and see if you have a correct
transform.

After you do that, you can try to write an inverse transform, put in random
data, run it through your DCT, iDCT, and check if you have an almost perfect
reconstuction. I say *almost* perfect, because you will have some rounding
errors. If the PSNR is higher than 70, you're probably OK.
